Abstract:

This paper presents an evaluation of Commercial Off-The-Shelf (COTS) Learning Management Systems (LMS) and other cloud-based educational technologies readily available for their efficacy in supporting Competency-Based Education (CBE) within online learning contexts. Building upon a foundation of lessons learned and best practices identified in last year's paper (Learning to Learn: The Trials and Tribulations of CBE Implementation in Technical Training), this research aims to offer a comprehensive analysis of how well current COTS platforms align with the pedagogical principles and operational requirements of CBE. Through an assessment of key features of these systems, this paper will present capabilities aligned with needs including flexibility in learning pathways, assessment capabilities, and support for personalized learning. The evaluation criteria were informed by the CBE implementation lessons learned outlined in previous research, ensuring a focus on learner-centered outcomes, mastery-based progression, and the integration of real-world skills. Findings from this study reveal significant variances in the degree to which COTS platforms facilitate CBE, highlighting both solutions to consider for hosting courses and gaps that persist in the market. Based on these insights, the paper provides a checklist that can be utilized by educators for selecting and implementing technology solutions in CBE-oriented online programs. This paper aims to guide educators, administrators, and policymakers in making informed decisions that enhance the effectiveness of CBE initiatives, ultimately contributing to improved learning outcomes and greater alignment with industry competencies.
